I was always impressed by one of the purposes of the International Junior Chamber Organisation, known as the Jaycees:
the government should be laws rather than of men.
Laws that benefit the maximum and not a small group. A Government that works for a smaller group under some noble pretext, as it often was, has to be removed from power as it works against the interest of the people and soceity.
India, trumpeted by Political Leaders and Media as the World's Largest democracy is a fine example of how noble intentions do not match with the self interest of her leaders. And how her citizens are more dead than alive.In brief, the words and actions of the Indian soceity often do not match at all.
We shall begin with the top.The Custodian of Indian Constitution is the President of India and the Governor represent the President in the linguistic states. They were expected to par excellence humans especially when it comes to respect the rule of law and the Constitution. Do they set an example by their actions? Let us study with few examples.
The Rashtrapathi Bhavan and Raj Bhavans, by rules, were expected to run two kitchens. One for the Head of the state or states and another for guests. The Home kitchen was expected to be manned and directed by the spouse or a family member of the Head of a State. What exactly is the reality here?
Often, there was no home kitchen at the Bhavans. The Head of a the state and his family becomes the Guests of the Bhavans and they pay a nominal, paltry amount (say 50 rupees for three meals that may include almond soup and tandoori chicken, atleast twice a day)either monthly or daily to the Comptroller of Governor's Household as Guests of Bhavan. In other words, the Governor becomes his own Guest by manipulating the rules in force. Ofcourse, the Bureaucrats chisen by the UPSC and trained by the Mussorie's Lal Bahadur Sashtri Academy, in their high intelligence, help manipulate the rules for their furthering the self interests. Whether we need such a clever civil service in this country will merit a discussion separately.
The Question is: Can we expect these Custodians of Constituition of India to perform their roles perfectly? I am sure they can not.
Incidentally, the Media had highlighted the illegal activities of the husband of the President of India, Prathiba Singh. Before her election to the President's post, there were reports that she was responsible for breaking law . Pl see the following links:

The Press Secretary to the President of India has the cleverness to take people for a ride when he released a Press release saying that the President of India is not responsible for her husband's doings. Despite sharing the same home and the same bed room? A press release that she was not responsible for her own doings, especially actions against law, will soon be on the way. Media such as The Hindu will continue to highlight her positives by turning a nelson's eye to her wrong doings. Did you say Hand in Glove?
In Indian conditions, Criminality is fast becoming an eligibilty to Power and People seem to be in a long slumber or in an indifferent mood not realising that their attitude is going to hurt future generations. What we have in India is a Government of Men and not of Laws. The people do not think twice before jumping a Que and often believe, it is beneath their dignity to stand in a Que. The west is developed because of the nations respect law, generally. Maybe, this was what made the ex president Abdul Kalam ineligible for a second term.N number of examples are available and we shall discuss these in future.
Rules, Regulations and Constitution will work only in Civilised soceities and nations. For others, as in India they become instruments to beat up the civilised individuals, the powerful become perennial exceptions under some self serving pretext and stop soceities and nations growing up into civilised entities. To me India is dying and my hope was that I would be proved wrong.
It was India's Leaders who were responsible for naxalism and please observe none of them were taking responsibilty for the state of affairs. When a few good things appear to happen, then these Leaders will cry from the roof top that they were responsible for them.
It is time we get up and get rid of our in difference. Or time may be up soon for India!
